Is the iPhone 3GS unlocked as yet?

Has the iPhone 3GS unlocked as yet by the dev team.
I read on engadget that the 3.0 OS has been unlocked but they will release it later. Has the unlock been done or what, ‘coz I will be asking a friend to get it down from the states, and what good is a locked iphone?
